I had someone tell me once that they saw a beautiful henna on the bald head of a woman going through chemo treatments (therefore no stubble to inerfere with the design). At the time I was surprised because I suspected just what Catherine has said, that the skin would be too oily & shiny. I wonder if her henna was chemically enhanced in some way. Which also leads me to wonder if black henna would be any safer on the head than on other body parts, since hair dye inevitably touches the scalp when used to dye hair. However, the dye in black henna may be of a concentration that is not safe anywhere (because I've certainly dyed my skin with hair dye accidentally before & not been burned).
