Many festivals require that their vendors carry liability insurance...and that figure isn't very unusual. If there is a state regulation that lumps henna in under a cosmetology umbrella, that might also be the "why". Look at it in terms of carrying car insurance, homeowners insurance.....shit happens. Even if your henna is pristinely safe, you still might have someone fall and break a leg in your booth, and you would be liable for that. If you're going on the road with henna and being serious about it, look into a business liability insurance policy. They're not that costly, and many of the major festivals will require proof of insurance. The same policy will protect you if a tornado wipes out your booth and all of your inventory.
