difficult skin?

Is it possible that some people's skin just doesn't take henna well?
I am having the devil of a time with my sister; nothing I do seems to
be able to produce a dark stain. The design I did on her collarbone
and chest the other day was VERY pale, almost nothing at all. This
was the same batch that, on me, gave mahogany stains on the palm, and
a chocolate color on the back of the hand. She wouldn't keep the hot
pack on, but I have had this failure on her skin before. She is 16, it
couldn't be hormones, could it? Anyone run into this before? Thanks,
