Applying henna to hair?

I recently purchased Suryna henna and the directions did not indicate whether henna should be applied to wet or dry hair? Does anyone know? I can't seem to reach the hotline number on the package.

Also, I recently colored my hair red with a semi-permanent dye. Does anyone have any experience as to how henna reacts to hair dyed red? Thanks!
