Siva does not appear in the Vedas, (ancient India) and there is no

I disagree. Shiva is perhaps the oldest of the current Hindu
personality deities i.e. other than Indra (thunder), Varuna (water),
Surya (sun) etc... He antedates Vishnu, Brahma etc... and is believed
to be an original Dravidian or Indo-Aryan God. References to Him are
usually as "Pashupathi" rather than Shiva.
