That's the FDA thingie from a while back. (Posts about a year ago) They have vast lists of what they sieze as its coming into the country. The FDA CAN detain or sieze hennaes coming across the border if they have unlisted or unsafe ingredients, or inadequate instructions. As you know from your last trip to an import store, vast amounts of henna without proper instructions and lists come in anyway, because the FDA really isn't all that worried about henna. (You should see their "HOLD" lists of infested foods and substandard medical supplies!!!!! Scary!) Zaqrua black henna (what they've got as being held there) is pretty useless stuff. I've got a box of it collecting dust since the first trial.
