How easy is it to get PPD to make "black henna" ?

I thought I'd find out how easy it is to purchase PPD, how available it is .... like that. Here's what I found out:
In the US nearly every "Black" hair dye has ppd in one form or another. There were at least 5 different forms listed on various boxes. Every grocery grocery and drug store has boxes of black hair dye with ppd. The most concentrated form is Bigen black hair dye, and that's at Sally Beauty supply.

Can anyone buy a box of straight Bigen ppd black dye? Yup. No license is required. No permit is required. There is no age limit. The health warnings on the package are minimal.
Any 14 year old with $5.19 can go get enough Bigen ppd black dye to do "black henna" to cause a stunning amount of wreckage to their own and other's heath. No questions would ever be asked about the intended use. The cashier would have little or no clue that PPD is a transdermal toxin, and would have no idea the person might indend to put it straight on the skin. The teenager would only know that she'd heard "black henna" looked groovy, and that she could make money doing it.

Not everyone shows up with blistering and scarring from PPD "black henna" , but not everyone who has unprotected sex with a stranger gets an STD, either. There are some things you just don't do, like driving drunk, because the risk of terrible injury is too great.

What are the health risks in that package of black hair dye that people are using to make "black henna"? Link, one more time, if you haven't been there already.
