If ppd black henna artists are breaking a law (and I don't know
whether this is the case or not), it would be that they are using a
product known to be potentially dangerous contrary to its prescribed
use. Most of the hair dyes that have ppd (and EVERY black or dark
brown hair dye that I've found so far, except Roux, has ppd of some
sort among its ingredients) say on the package that is NOT to be used
in any way other than is described on the box. That is to say, the
purchaser may NOT apply it directly to skin for long durations. It is
for use on hair, and fairly briefy ... and even then, black hair dyes
frequently cause the same misery on scalps as ppd does on skin.
I don't know how these "use only as prescribed" things are just
recommendations or if there are any legal implications.
