When I talked to the FDA about henna a year and a half ago, "black
henna" was on the "heightened awareness" list, and a few companies
shipping in henna found to contain PPD were getting nabbed regularly.
It never was legal to put PPD into henna mixes to put directly on the
skin. But a lot slipped through because it wasn't a big problem.

As the problem grew this last year, it is reasonable to expect that
the FDA would pull more products suspected of dangerous dyes in the
powder as they cross through customs. And, more retailers would have
gotten the message that blistered and angry clients aren't good for
business.

The biggest problem that I see, and the hardest to stop, is that
Bigen hair dye is being purchased at beauty supply stores legally and
used straight on the skin.
