Perfectly safe, so long as you only use the natural red-brown stuff.
It may make her happier, too, if you don't refer to henna as a
tattoo. Tattoos are permanent and they hurt and make moms think of
things they don't want their kids doing (at least, my mom did!).
Henna should be thought of as more in the realm of lipstick or other
cosmetics, just one that lasts longer.
