Sometimes this works very well indeed ...... sometimes not. Finding a
beaurocrat willing to stop and look at the situation is ..... mmmm
..... hit and miss. Often the regulations are such that they cannot
make a move until there is an injury to respond to. I have no clue on
French law.

Search for the location of the business. Search for the local
government offices responsible for that location. Find out who's in
charge of the health department, consumer watchdog ..... both of
those agencies are supposed to do pro-active work to protect the
public. It's more effective to go to the "gate keeper" who's
empowered to regulate business than it is to confront the owner of the
business. Consider this metaphor: if you know someone's selling
rotten meat, it's better to call the health department than to yell at
the restraunt owner. The restraunt owner will just yell back, denying
everything. The health department will order an inspection and shut
him down.
