It is probably true that many goods including henna powder is shipped
in bulk on a cargo ship. Right now I am testing a Syrian henna
powder that is packaged for distribution out of L.A. It is called
Nour and the information printed on the box is below.

Nour Pure Red Henna
Packed For Karabetian Imp. & Exp., inc.
Los Angeles, CA 90065
Ingredients: Natural Red Henna Herb.

I doubt very much that the store owners test the henna powder
themselves even if they received the henna powder recently so it
hasnít been sitting on the store shelf forever. Since it isnít too
expensive I donít mind testing it myself. Iíll let you know how it
turns out.
