Precisely. Pick your battles, pick those you can win.

Is there an upside to this? The people who are having PPD slung on
them are apt to be sensitized, so as the years go by, there will be
greater pressure on the cosmetic industry to find hair dyes that
aren't as viciously sensitizing, when these kids try to dye their hair
and get a reaction like what I just found in my inbox:

"My mother had a severe allergic reaction after her hairdresser used a
Bigen Permanent Powder Hair Color (#57 Dark Brown). She was
hospitalized for several days, and was off work for several weeks. We
are now doing some research on this product and trying to gather
information for a lawsuit. We took several pictures--her head was
swollen 3 times it's normal size, there were oozing blisters and
lesions, all of her hair fell out, and she was in severe pain.

The more cases of sensitization that come up, the greater pressure on
the FDA to reverse those 1930's ruling.
