If you buy it then it they get what they want. You will have put
money in their pockets and the ppd suppliers as well. So everyone
doing the wrong thing is happy and still free to hurt people.
They might decide since it was bought they will order more.
You don't want that.
Don't you hate it when people pretend not to know what your talking
about when it's important.
In my humble opinion you have explained the dangers to them and
explained it is illegal. They are now aware what they are doing is
both harmful to innocent people and against the law. That makes them
no better than the ppd supplier they buy it from.
