The henna powder in Indian grocery stores is very often shelved with
other hair products, like amla and shikakai. So to put the bigen next
to it as well is not strange, and doesn't mean they want you to use
it on skin. Selling PPD as hair dye is perfectly legal (sadly), so
calling the feds on them would only make you look like a dimwit. Go
with the gory photos, i think.
