Local option sets limits on what a legal minor can and cannot consent
to. As there are very few rulings on henna, and tattoo rulings
certainly wouldn't apply (no permanence, no sterilization, no body
fluids), you may not get an answer easily. However, if you can find a
nail parlor professional who'll spare you some time, see what legal
hoops they have to jump through to do a minor's nails. If you can
show that you have made a reasonable attempt to comply with the legal
notion of what requires consent (in terms of transitory non-permanent,
non-invasive body adornment) and who is legally able to give consent,
you can offer that as demonstration that you are attempting to do
business in a responsible manner and in accordance with law.... should
there be any challenge.

Questions being:
Is there an age limit where impermanent non invasive body adornment is
permitted unconditionally?

Is there an age limit where impermanent non invasive body adornment is
never permitted?

Is there an age limit where impermanent non invasive body adornment is
permitted with parental or guardian consent?
