Another PPD??, Need help/advice plz

Small rant first, want meat of it, scroll down for ?s. Thanks in
advance, as I know this subject has been covered and covered. I am
just SOOO disappointed. Today was the last day of our annual fair, my
first time to attend this year. This is the first year henna has
been to our fair and it has to be the worst kind!!! So
unfortunatley, the damage is done. I was SO looking forward to the
right hand thing, and meeting new henna people. I approached with a
VERY non-threatening, "dumb" (anxious) attitude. They said, "No
color, no dye." But they refused to answer any other specific
questions. No business name, point of contact, NOTHING!! Finally,
after watching their work, which was great, it was obvious it wasn't
pure henna. I asked about PPD. Attitudes changed and I have never
seen someone close their lips so fast and hard. Before they arrived,
a neighboring vendor proudly showed me his design, which was over two
weeks old, and in no way shape or form resembled typical demise. I
asked a few ?s. He did mention there had been some questions raised
about the chemicals in their henna. RED FLAG!! I have never seen
black henna, but I would bet my salary that this is it. They knew
what they were doing was wrong!! I got the name of their "company"
from the fair info people and plan on contacting the Board to prevent
this from happening next year. (They said they would be back next
year.) Here's part of the deal, we have another large fair in a
neighboring city in a few weeks, which I know they are planning on
attending.

Questions: What is the best avenue to take? What can I do?
As business owners, I would think they have to have a tax ID #? Any
way to track this? Is that public info?

Can you test for PPD in residual henna? A girl happened to sit next
to me and proceed to "peel" her henna off. I collected it, thinking
there might be a way to test for it.
