You can make small amounts if you are going to use a cone or syringe
or applying with a toothpick. But if your are using an applicator
bottle (1/2 oz bottles) I don't know if I would make up less than one
and a half to two tablespoons of henna powder. To that, I add 1/4
teaspoon of sugar and enough lemon juice necessary for the
consistency I need. That amount makes up a bottle or two of paste.
But with the applicator bottles you will need some extra paste in
order to keep your bottle filled. There is just nothing but a
headache in store if you make up just enough paste sufficient to fill
one bottle. When the bottle is 1/4 to 1/2 empty, it will be
extremely hard to get the paste to come out. Filling it back up with
the extra paste will prevent hand strain.

website...link below. I prefer a basic recipe to something more
