There was a billing arrangement that allowed sellers to get paid by
their customers using a Visa card without actually applying for (and
getting vetted) and paying for their own merchant account. Visa's
leveling the playing field and asking from these sellers precisely
what they're asking for from every other merchant. This was
percipitated by a high level of "chargebacks" in that industry, and
each merchant is being asked to shoulder their fair load of chargeback
risk.

It's not really much more than business as usual, and for some it's an
unwelcome wakeup call that you can't play both sides of "it's a hobby,
it's a business" to your own advantage. In this case, it's a risky
but lucerative business where people are being asked to be accountable
for the risks if they want the lucre. Nothing sinister.

Perhaps also Visa is grumpy because it's got a nasty little anti-trust
class action suit filed against it by merchants .......
