Sift vs. Grind...the true issue

When we talk about particle size of henna powders aren't we
really talking about the grind of the powder as well as the sift? I
mean, if the particles of actual henna (not talking about leaves,
stems, sand etc.) are large they are more likely to clog than if
they are small particles. You can sift out all the crap but if the
henna hasn't been ground finely you will only get dust out of the
sift and lose all those larger particles of henna.

So a really coarse henna can't really be saved by sifting; it can
only be saved by a better grind to begin with. A henna that is
only slightly coarse COULD be saved by sifting but there would
still be some loss of quantity. Right? Or am I totally off base?
