Well, it IS illegal to sell PPD for skin use in the US, and it's
damaging folks. I don't say that they MUST do it, but that if shown
why, they may do it out of general good. Yes, the poisoners would
probably sell it as hair dye, but that will at least keep the
innocent from buying it directly.
