Some fragrance oils suppliers will tell you if it is ‘cosmetic grade’ or not.

A reputable supplier should tell you. From what I have seen oils
that contain plant essential oils and synthetics as well as pure
synthetics are considered ‘fragrance oils’. I think your friend
should consider calling his all natural plant essential oils +
carrier oil mixes something like ‘essential blends’.

Personally I don’t shy away from synthetic fragrances. It is a
better alternative to killing animals for their musk and civet or
harvesting endangered plant species. It is considerably cheaper than
the plant derived oils and is consistent. A plus for the perfume
industry.
