Terpineol, cineol, geraniol, linalool, and several other -ols all seem
to be able to do the job. I'd take the -ol group as a lot, rather
than just focusing on cineol. (and I dispute that overall 85% cineol
figure, it doesn't match anything else I've seen). If you use
terpineol straight (not as part of an EO) it does a great job.
Geranium oil with geraniol, does a great job ... so look farther along
the -ol list than just cineol. The -ene group may be useful, but not
as helpful as the -ol in my experience.

The spearmint ... not good in my experience. It behaves like camphor
in causeing the henna to go into hyperdrive and clump up and behave
strangely.

We comparison tested about 50 EO's in henna at Serious Henna 2001, and
... the -ol monoterpenes as a group win hands down. Not cineol in
particular.
