Sounds like your paste needs straining.

But then I have been getting a
: flat line that likes to curl up and not make a straight line on the
: skin (perhaps my paste isn't smooth enough?) And it clogs too.

I had this happen and it was because my paste had lumps, whether from
unsifted stuff or unmixed clumps. Straining should take care of
that. The curls happen because you're putting too much pressure on
the bag for the size hole you have in order to get the henna out.
You can also try mixing the paste a bit wetter.

I have
: been having good luck taking freezer bag plastic and making my own
: cones, I get a good tip with a really fine line and the same paste
: comes out perfectly. But the carrot bags are more convenient since
: they're ready-made and I would really like to use them.

If you want ready-made rolled cones, I make and sell them online.
