Ok, I will give my opinion. It may not be a popular one....

I would go for the books bound by the comb things. You can have some
variance on size. Flat would be good but not a must.
Loose papers are bad. I lose everything. If it isn't bound it is
lost.
If you do the comb binding the people who want to take them out and
transfer to sheet protectors can do so easily.
I am not a fan of making the sheets indestructible. I want you to
make money. If the sheets in the books get trashed we have to get a
new copy. For $25 I do not expect a book that will replenish itself
when I spill something on it. If I am using the book as part of my
business I expect to have to replace it from time to time, as a
business expense.
