Re: the jewelry- I would stay away from those Ebay lots. The best thing to do is to order from a company that uses certified 316L surgical steel. One that I can recomend is Black Star, (at www. blackstar.on.ca). I would bet that you could wear 316L in your ears without a problem. Most people with nickel allergies can wear surgical, but the only experience they've had with it is the crappy stuff they buy in the mall that isn't high enough grade, so they end up thinking that they are allergic to steel too. Titanium is inert, and thus will cause no allergies but also more expensive than steel, and Niobium, which is an inert treated steel developed by Nasa. Hi tech stuff. :) As far as cheap alternatives... there might not be any. Good quality steel will be the cheapest, then Niobium, then Titanium will be most expensive.
