Looking like Elvis is the prime qualification for being an Elvis
impersonator.
Having good quality henna and being able to apply it competently and
in an appropriate style are the prime qualifications of being a henna
artist for traditional events.
If you can't fulfill the basic requirements for the job, you
shouldn't be doing it. But I (or Kenzi, or CCJ, or Jenn or...) CAN
do the job well. I don't look like someone from a henna-using
country. So what? Looks have nothing to do with the final and
important product- the henna.
If a Little Green Man from Mars wants to be an Elvis impersonator, he
needs to put peachy foundation all over his green skin, tuck his
antennae under his wig, and learn to sing in English. If a white
chick wants to do henna for ethnic people, she needs to study the
traditional designs and rituals so she can work within them, and get
her mixes up to speed.
Once you're qualified, I see no reason to discriminate further.
