Just on another note because what the ladies below have provide is
excellent.

This flea market may not change their policy or opinion, but I
wouldn't pass up the opportunity to educate them a bit. You may want
to get some information together about henna...natural henna vs the
black henna with PPD that they are afraid of...and provide them with
it. Ask them to look it over and state that you will contact them in
a couple of weeks to see if they will reconsider after reading up on
Mehndi designs made with natural henna. You can do this by calling
them and asking them if it is alright that you send them some
information about henna and the process of making safe designs. Send
or drop off the information along with a cover letter indicating that
you will contact them again in a couple of weeks to see if they found
the information helpful. Even if they do not alter their position,
you will have provided useful information to them.

Also, when possible, try to talk to people making those decisions in
person. It is much easier to say no on the phone than it is in
person. And if you approach in person, take your information
along...including the information above just in case that comes up.
But also, information concerning where you have provided the same
services in the past.

If henna designs is popular in your location, find out where it is
done and if there are places similar to the place you are
approaching, go armed with that information as well. Some people
just don't know that it exists in their near environment and don't
want to be the first and only.

Sometimes the process of education and informing will be a
prerequisite to actually getting a chance to do. Saturate your
area. Make contact with any and everyplace where providing Mehndi is
a possibility. The shotgun approach provides more opportunity to get
to a yes...and also deminishes the impact of any particular no or the
too many hoops any one place may present you with.
