Hey,

there isn't anything like a license needed - not until we clear out
the PPD "Black Henna" pushers, but you may need a license to set up
on your local beach or park. This is a matter for your local
municipality, wherever that may be.
technically, you "have" to report over "x" amount of money. I have
been doing this for many years and haven't ever reported cash
income - I consider that's that much less money that the government
has to regulate as well as to take 40 cents from every dollar of my
earnings to go kill kids in some hot dusty country far away...
BUT it's up to your sense of what's right for you.
The long and the short of it is, dont' worry too much about that
sort of thing. PRofessionalism isn't something you can buy - your
own skill and ability to keep your word and deal honestly goes much
further.
