They are like checks. You make them out to the person you want to pay, e.g. Jeremy Rowntree, and then you sign them. Since they are for one person, then only one person can cash them. Of course, if you sign them and leave the the "Made Out To" section blank, they are as good as cash. I used this method for a few months when we lived in the UK and our US student loan company wouldn't accept British checks (even though they were dollars checks).
