Black Henna 100% natural - Can this be true?

We are using a black henna ink that is supposed to be 100% natural. We have had it tested at a lab and the report came back clean - no ppd. This stuff gives an impressive jet black tattoo that dries quickly and lasts 2 weeks minimum.We have been experiencing rashes where the entire area under the ink becomes raised, red and itchy. In a few cases the rash breaks open.
The company states that this is a normal rash that 1 in 10,000 people will experience. Any henna product has the potential to create these rashes. A few questions I have are:
1)Are these rashes normal with a 100% natural henna ink?
2)What are the chances that I have a 100% natural black henna ink? (It comes from Egypt) Thanks for your help!
