Thanks! It happened accidentally, as most reasonably good ideas do... I was using a mech pencil and the tip got loose. I screwed it off and the cartoon lightbulb above my head lit up and I scurried away looking for some of my cones. (: Using the homemade bags and the pencil tips that I had, I didn't have to use a lighter to soften the plastic...I just pushed it in until the plastic above the tip began to stretch a bit, and wound up with a nice snug fit. On the other hand, with a thicker plastic, or a cold day, or a differently-shaped tip, perchance it'd be necessary. Maybe a little carefully-applied heat would minimize the stretching of the plastic above the tip...dunno...I'd be scared that I'd actually melt the plastic (as seen with making your own bags...it melts really easily and quickly, so one would have to be careful to avoid that).
