FDA statment: PPD in henna is illegal; pure henna still in a grey area(?)Posted by Catherine Cartwright JOnes on May 10, 2001 at 16:09:30: The wording in this piece in the FDA statement linked below is curious.... that henna is approved only for hair dye .... and not approved for skin. (not approved for skin doesn't necessarilly mean illegal to use on skin) "Henna, a coloring made from a plant, is approved only for use as a hair dye, not for direct application to the skin, as in the body-decorating process known as mehndi. This unapproved use of a color additive makes these products adulterated and therefore illegal" If the word "This" were replaced by "the" in the second sentence, that would be easier to interpret.... that would imply that henna is simply in an unapproved "grey area" but adding PPD and other dyes renders it illegal. That would actually make sense! I'm not certain if the fact if one's henna can be proven to not be adulterated it is legal but not approved is the implication, but that's what it looks like to me. I'd need to show a copy of the complete statement to a lawyer to figure that one out. However, they DO state very clearly that PPD, and added dyes are ILLEGAL for use on skin! Any black or colored henna coming into the country now that has incomplete labelling is up for seizure. Sidewalk artists seem to be in a loophole for ingredient declarations....which is unfortunate. That may give us sidewalk artists the loophole in which we can apply henna ... BUT it may also be a loophole for PPD slingers. In any case ... things will get jumpy this summer. Make certain you can prove what is in your paste, and keep a copy of this and all the ppd rants on hand! Also ... in any case .. looks like the many copies of the PPD rant have finally found their way to a government office desk and got looked over!
