That is not ink, nor henna, but a red dye similar to food dye (like
cake frosting red). Well, that's what I hope it is, and not a coal
tar dye ....

Red dyes stain the skin more easily than many other dyes. The
red molecules are smaller and penetrate the dead cells more readilly.

Henna can be stamped, but it's a bit mucky, and it wouldn't be red to
start with.

Check theatrical cosmetic supply houses to see what might be used.
Some of the red body paints stain the skin (people who get gonzo
bodypainted on a wild weekend find it near impossible to get all the
red off to go back to the office on Monday morning...... call it
"Pagan Measles"). Anyway, make certain you use something safe; the
FDA frowns deeply on people charging money to put things on skin that
aren't supposed to be there!

Remember, if it stains the skin, it potentially goes on through the
epidermis to the dermis and the bloodstream. If its in your living
tissue and blood, it can cause damage. Henna only stains the dead
tissue, not the living tissue, so it's pretty safe.
