If you look at the ppd anaylsis it shows that it was tested for skin
reactions and deemed a dangerous substance to use on the skin and you
should follow the advice on the label/packet etc.

As black henna used to decorate the skin means that you are placing
the chemical on to the skin then yes this would be illegal to supply
or apply as the chemical has been tested by the powers that be and is
dangerous to use on the skin. By using ppd on the skin and therefore
causing allergic reactions and scarring leads you open to charges for
ABH (Actual Bodily Harm) if there is a permant scar...even if it does
not leave a scar but causes a reaction this would still leave you
open to charges for GBH as you are using a products which has been
tested and deemed not for skin use.

As for indian ink....dont know about that!
