The most broadminded cheerful relaxed and educated people rarely seekor are hired for dreary beaurocratic government service jobs. The
fellow has found himself a little position of power, and saying "no!"
to people is his exercise of power.
Even a very small lemming can get to the other side of a high
thick wall, given persistance, determination, lots of time and help
from other lemmings......
Be patient and look for people who can help you. It could take
decades ... but things change.
