Yep yep yep, it is very hard to find an artist in Egypt who does not
use PPD nowadays, and if you do end up finding one, it is very common
to find that they use gasoline or something else to make it dark. I
think part of the reason that black is preferred in Egypt is because
a main part of the economy is tourism, and tourists just want a quick
tattoo.
