Those lamps are imported from Morocco. They are some kind of animal
hide (camel, goat etc.), treated and stretched over a wrought iron
frame and painted with henna. You might be able to do this at home
if you are familiar with such methods (probably the same thing to
cover a skin drum). If you can't, you can just buy or make regular
lamp shades and paint them with henna. I have done this before and
it gives quite a lovely effect. It works on both paper and cloth
shades. Just make sure you don't use oil in your paste or it will
bleed into the paper or cloth.
