Many states have laws about working on minors in any capacity without parental permission. A good rule of thumb is if they can't get their ears pierced without Mom or Dad, your state is one of those. In the advertising for the workshop, try to get them to put no one under 18 without parents present or some such. I don't think 21 is necessary for the cut off, anyone else go that high? I teach a lot of classes/workshops through the SCA, which is very easy- going for the most part, but I always get permission if they are under eighteen. Especially since the schools here (AZ) seem to get all worked up if the kids have anything (like henna) that the school admins don't understand and might possibly be able to link to gangs... Sigh.
