I couldn't find a "hecto" either so I experimented..I made Cool
Tranfers with watercolor pencils and regular tracing paper! I read
(in this forum) someone recomend "Aquarells" (Staedtler), I didn't
have as much success as with "DERWENT WATERCOLOUR". Maybey it was the
color I chose, I had the best success with "Spectrum Blue#32"; white
also showed up nicely, but was hard to see on the paper.
They were very reuseable as long as you let them dry - you have to
get your skin "Cracker Jack Tattoo" wet! I even made a transfer with
a design printed on reg. printer paper, it worked but that paper rips
easy once wet.
I also found an excellent tool for "cleaning up" lines: I took an
old dried out pen style (not the big marker size) HIGHLIGHTER,
trimmed it to a fine point with a razor, and tadaa! The felt gently
wipes excess'; dip in water to moisten and clean tip, but don't get
too wet or it will clean OFF your design!
