I don't know offhand whether the FDAs are the same in both our countries but I understand that p-Phenylenediamine (the chemical that makes it black) is recognized internationally as a hazardous substance. Also, as one Forum-goer has said before (sorry, don't remember who it was), there's a certain power to be found in explaining the physical dangers of PPD and then quietly throwing something in the conversation about "liability"...
