Orleans is where I first got my introduction to henna years ago. Try
Jackson Square right across from the St. Louis Cathedral, there are
always a bunch of tarot readers, portrait artists, and sometimes
henna artists setting up there. Also try a witchy shop called
Esoterica.

Here's a link to the best damn place to stay. Ask for any of the two
suites on the second floor across the street.
