The carrier oil probably blocked up the skin. I assume then that you
didn't swipe the area with witch hazel or alcohol before you hennaed,
because that would have removed the oil.
Here's my opinion on eucalyptus oil... I'm not an aromatherapist, nor
a dermatologist, so this is just my own instance, and it may not be
the same for you.
I have used eucalyptus oil on my skin neat (undiluted) for years, and
no ill effects have ever come of it. I really don't think it's a very
harmful oil, unless you have sensitive skin or something. And of
course you should never ingest it, for 3.5 ml is usually fatal. But
if you're not eating it, i think it's fine. Do a patch test: put a
few drops undiluted onto a cotton swab, and swab a small area inside
your wrist. Watch the area for 24 hours, and if any swelling or
itching or redness occurs, then stop using it.

If you are still worried about euc oil, perhaps try other essential
oils... Tea tree, grapefruit (non phototoxic varieties), and other
oils are very safe to use on skin, and any one of them may work.
