There's henna and black henna in Fiji, offered in the resorts and all.

and there's a long tradition of tattooing in Fiji.....

I think they just got it wrong, or garbled the sentence.

I don't know when Indian traders came into Fiji, but henna is done in
the South Asian ethnic communities there. That doesn't make it
indigenous to Fiji....
