I think one of the better uses for the FDA rant is as a petition.

All of us do gigs, right?

At many gigs we see hundreds of people, right?

I think the rant could be presented as a statement, and a "we the
undersigned agree that the import of pure henna, lawsonia inermis,
should be permitted, as it is necessary to the free practice of
religious beliefs and customs of many citizens of the USA."

I've got gigs the next two weekends. I think I'll make a nice poster
of Indian Brides, a few other cool things from National Geographic etc
.... and paste up the FDA rant as a statement ... then collect
signatures of people who support this statement and send them to all
my local congressmen and the FDA. People who look at the poster will
learn
1) that henna is NOT just a novelty to consume, it is a 9,000 year old
tradition
and 2) it's potentially threatened by beurocratic stupidity and greed

Who else is willing to give this a go?

In one year of ALL of us doing gigs and getting petition signatures,
we might be able to whack the FDA and congressmen with a clue bat.
