I just use carrot bags now, but when I was rolling my own cones, I
never taped the inside. I taped the outside, around the tip, and
over the top. I also used duct tape. Very flexible, doen NOT come
unstuck when wet (or for any other reason!) Not attractive, but
extremely effective.
