Petition- how many names make a difference?

I have been putting out my petition whenever I do henna and havegotten not as many signatures as I expected, but still a considerable
amount. How many should I get before I send it in, or should I just
wait until they're actually going to consider the ban or release of
ban and send in however many I have at that time?
Is the import of henna banned now, are they merely considering it
until spring, or are they randomly picky so long as it's not
obviously for skin?
