tea tree oil reaction

I have been using TT oil in my paste and never had anyone be botheredby it except my sister. When I put it on her she says it starts to
feel hot-uncomfortablly so, like Ben-Gay. Has anyone else had this
happen? Is it an allergic reaction? the area does not get red, swell,
nor itch. When I had used plain paste there was no problem.
The "cool"(?) thing is, even though she has never been able to keep it
on for more than 1 hour, it has always given a nice-not great-stain in
hard to stain places. Go figure!
