Some artists have special rates for this kind of service. Talented and experienced artists charge more per hour than newer ones, partly because they can do more in less time. Areas where talented artists are scarce may charge more because they are the only game in town, or less to get people interested in henna in the first place. Places where everything is more expensive will of course charge accordingly. For example, I live in Hartford, CT, and per hour I charge a bit more than half what the best artists in New York City charge. I'm probably not as practiced as many of them, but I am reasonably talented AND the only person doing henna professionally for about two hours' drive. At fairs, I have a minimum $5 for any design, and an "average" design runs $20-30. There's a woman at a flea market on Cape Cod who charges about 3-4 times what I do- and gets it. I guess the best answer is to ask around your local area. I know there'a a site online which lists henna artists by area and it gives prices, unfortunately I can't remember the URL but you should be able to search for it.
