Henna dye is a very small molecule: 2 carbon rings and a couple of O's
and an H.
It'll go through all sorts of things.
3 mil plastic is no barrier. Fingernail polish is less so.

My hunch is that the polar oxidant (of whatever source) was not very
evenly mixed. Otherwise... its going over some tissue that has very
different characteristics" scar, normal or granular. If your skin is
not different, the difference is in the chemistry.
